You can't pay Penn Hills taxes online yet which is a shame. Hopefully one day. School and local taxes are combined so you take your earned income x 0.0175. Penn Hills requires these taxes to be paid every quarter and charges 1% interest per late month. Hopefully there are exceptions to this for those who serve our country. Take care. JJ

Property taxes as a percentage of income are about average (among larger cities) in the Pittsburgh area. But the property tax base (a function of assessed values and ultimately property prices) is relatively low, so the property tax rate has to be relatively high in order to reach that about-average level of property taxation.

Real estate taxes are imposed by Allegheny County, the Fox Chapel Area School District and the Borough using the property's assessed valuation as established by Allegheny County. For example, if a property's assessed valuation is $400,000 and the real estate tax rate is 4.5 mills, the tax due (at face) would be $1,800. ($400,000 x 4.5 ÷ 1,000)

A $358K house with a $122K assessment (real world example) is not necessarily overburdened with taxes by the standards of the core area's nicer neighborhoods, despite Wilkinsburg's nominally high tax rates. Edit: If you do the math, taking the sales prices as current market value (it could well be higher by now), that shakes out to about 1.8%.

Our city is already struggling, and with Downtown being 1/4 of the city's taxable real estate we're going to pay the price (literally) for this with jacked up residential taxes in the coming years, which, sadly, will also lead to more people moving out of the city for lower taxes.

My general experience would suggest that 21 mils is only one of the taxes. It will not, at least not in New Castle, be assessed on the purchase price but instead some fraction of some value that can be difficult to figure out. Real estate listings typically should give a dollar figure estimate.
