I NEED A CUSTOMER SERVICE EMAIL ADDRESS. The DTV rep on the phone tell you that my service change has to be done by an installer. The installer comes and says that my service change has to be done by rep on the phone. Then I get charge $99 for nothing. DTV doesn't do e-mails because there would be a record of all the lies that they tell you.

As the second set of questions starts, press "0" again. 4. Now when the talking starts again, 'do not' press any buttons and say "Customer Service".
A 24 month service agreement should only occur if there is an upgrade of equipment or you get a special discount for 24 months. Changing the package never affects the agreement. Now that info is for the DirecTV side. Anything about your cell phone would be a question for AT&T. I must agree to a $5 charge to speak with billing. That was false.
AT&T/DirecTV does not do customer support by email. That is only over the phone. You could post the details of your problem for the community to try and help find a solution, or perhaps at least gets some guidance. If over the phone and this forum of other customers cannot resolve, then a BBB complaint could be be considered.
I think the nearest UPS store to me is over 100 miles away. Directv keeps giving me the run around also. I have requested boxes and explain that I don't have a UPS store around, but can take them to the post office for drop off or request UPS pick them up. I can even take them to a UPS drop off location. But I just don't have a UPS store to go ...
