The Blue Stars, 2008. The Blue Stars Drum and Bugle Corps was founded in 1964 by Frank Van Voorhis and David Dummer. That first year, there was only a color guard, but soon the color guard merged with the Apple Arrows Drum and Bugle Corps of La Crescent, Minnesota to become the Blue Stars.
