The only way to get the REAL paypal customer services number is via help / contact bottom left of paypal pages and scrolling down past the FAQ to the 'call us' option to phone them. If you think about it why would paypal ask you to buy google or ebay vouchers or itunes cards to answer your question / issue you a refund or sort out an account issue.
When I last phoned PayPal on a problem - over a year ago - I managed to talk to a person who sorted the problem out OK. Today - after the usual runaround trying to navigate through their terrible custeomer service system - I found a page that was supposed to let me contact Paypal by telephone.

I have been trying for 2 weeks to log into my PayPal account, without sucess. Login says they are ringing my home phone nunber, but the phone never rings !! I have rung your call centre in India 9 times and always finish up with the same answer "It is a tecnical problem" Two weeks and nine phone calls ??????? and still no result !! Wake up PayPal !!!!!!!!!

It is Paypal using your backup billing method to cover the shortfall because you dont’ have enough in your Paypal account. We agree that they do a poor job of making that clear (and to be fair, it may be out of their hands in terms of how it shows up on your statement). But that’s what that charge with the phone number 402-935-7733 is.
