Apparently you didn't read OP's query very closely, because it relates to connecting to a phone's mobile hotspot, not any "router" My issue is exactly the same. My Win10 PC can connect to many WiFi access points, easily, successfully and repeatedly. However it cannot connect to any of my phones or other android devices.

Now you just need to find where the app's icon went. First check all your home screens and open any folder icons. It is completely possible the icon got moved into a folder with other apps.
Now I have hooked up my headphones to my phone and it sounds more even, I think maybe because i'm running to much sound to my headphones, through my receiver or the jack 3.55 adapter that I have to keep twisting to get even sound but it sounds even when I get fixed.
