Would appreciate any links you know of regarding connecting Surface Pro 2 though a Cisco VPN. I've seen Surface Pro 1 running on our VPN but not the Pro 2 and I know IT has just starting purchasing the Pro 2. I'm now also wondering if there were Cisco VPN issues that were unique to any Surface Pro 2. We are running Windows 8.1.

I will also note that I tried these exact same speed tests with my existing Dell laptop (Latitude E7440 running Windows 7 Pro) and download speeds averaged ~ 140 Mbps. Strangely enough, the Surface Pro 6 did fine on the upload portion of the test - 30-40 Mbps, which is consistent with what I see on other devices.
I had this issue with a Surface Pro 3 in an Enterprise environment and all I did was connect the Surface Pro 3 to a Surface Dock and PXE boot to the Enterprise Windows 10 image and it successfully booted to Windows 10 after the image completed. Hope this somehow helps.
I suspect that it's primarily your VPN client. The VPN client I run on my work SP3 typically shows 30-40% CPU utilization, which will make it warm and eat into the battery. But you should be able to see it in task manager.
According to MS, the upgrade from any version of Win 8 to 8.2 is free - and that includes RT.
