Restart Photoshop and open an image. Go to the Filter menu. You should see a submenu labelled "PictureCode", with an item "Noise Ninja". Select it to launch the plug-in. If you do not see the PictureCode menu, make sure you are not accidentally running the 32-bit version of Photoshop.
