Citra is still uploaded everywhere and functional. The only thing missing now is the continuous development of the project and ofc the updates. The emulator is pretty amazing as it stands, but don't expect to be able to run 100% of the library. In my experience with rpgs, maybe around 85%. You can still use Citra.

I haven´t but I know the 3ds version is 30 fps in battle, while ps2 is 60 (and there are cheat codes to have it at 60 fps outside battle as well), and there isn't even any new content, so its kinda pointless. the only reason to play the 3ds version is for portability reasons and for the 3d effect wich both are not even applicable when emulating.
