   Two freewares (Windows) can do everything you want to do here: one for most of the editing/annotating/bookmark, etc. (PDF-XChange Editor) and one for split/merge/rotate, etc. (PDF Arranger) Both are windows, Freeware, and have portable versions.

   Free PDF editor and viewer? PDF reader might be useful. You can merge/split pdf, lock/unlock pdf, and seems like u can scribble notes in it as well. Ads are not too intrusive, usually a small tab at the bottom of the screen. There doesn't seem to be an optional payment to remove ads at the moment.
