I've used GameStop gift cards to purchase Steam store cards no problem before, but I did so in person at my local GameStop store. Considering the Gamestop giftcard is to be used in Gamestop, though, I highly doubt they'll want you using it directly on Steam. Just double-check you aren't entering the code in incorrectly and that it is indeed a Steam key rather than a Bethesda launcher one. #1.
