Sadly there isn't a way to track it or a set path it takes. For me I will get to where I think I am in front of the storm just a bit past where rain is starting to fall and check to see if there is a shipwreck. I will then keep an eye on the edges of the storm against a landmark in the background to see which way it's moving.

This is a game very similar to dodgeball and it can be very intense. It challenges your reflexes and relies quite a lot on devious tactics with your team. Sea Dog Tavern (centre of the map) doesn't have a region, so if you search "ancient isles university storm tracker" then wait for the times when the storm will be around there, then yes, you will be able to increase your chance by not having the possibility of getting other storm fish (except the twilight) 8. kromang ...
