When the Army migrated away from Enterprise Email, they moved all CPLs and above to Army365 (Office 365 for the Army) and all SPC and below to Army Google Workspace (AGW). All new Soldiers are given an AGW until they need an Army365 account (determined by your unit commander).
Unfortunately no. This is becoming a problem with the part time Service, in my opinion. Fewer Soldiers in this current generation actually use personal computers. While CAC readers exist for some tablets/notebooks, they were really expensive last time I checked (Like over $200).
