It makes it possible for DS4 (or other controllers) to emulate the XBox 360 controller that the drivers for which come with Windows 7 & 10 by default. Original DS4Windows by Jays2Kings hasn't been updated for almost exactly a year now and has issues with Win10 since March 2017. I just found out that Ryochan7 forked it a long time ago and constantly releases new updates improving it.

To start, the old "ds4windows.com" website was not to be used. It linked to the original, but obsolete, DS4Windows project from the Jays2Kings developer. The Jays2King's DS4Windows has not been updated since 2016 and should not be used anymore. This site has recently got offline and is now showing ads depending on your geo-location.

Simply means this is the last public update of DS4Windows that the author Ryochan7 has planned, as he promised/announced to retire from the project in mid 2023 IIRC. So the message isn't concerning, it's just an attempt at humour in a rather gloomy situation.
When most people say "DS4Windows" they mean the Jays2Kings branch which still receives updates. Personally I think it's quite dishonest of the InputMapper developer to declare that "DS4Windows" is deprecated when a program with that name is still being updated. But I don't know the full story.
