The Congress of the Grenadine Confederation passed a law on 3 June 1859 authorising the sovereign states to establish their own postal services. In 1863 the United States of Colombia, as it had now become, made up of eight sovereign states, confirmed and authorised the states’ power to operate their own postal services and issue postage stamps.

Postal rates to 1847. Initial United States postage rates were set by Congress as part of the Postal Service Act signed into law by President George Washington on February 20, 1792. The postal rate varied according to "distance zone", the distance a letter was to be carried from the post office where it entered the mail to its final destination.
Although Boyacá had the right to issue its own postage stamps, it used the stamps of Colombia until 1902, when it issued a 5c stamp [ 1][ 2][ 3] honouring Diego Mendoza Pérez. It issued a total of 15 stamps, of which 9 varieties are known and also two tete beche pairs (of the 10 Pesos 1903 issue). [ 2] The last issue dates from 1904.
