Before 1866 stamps were solely supplied from Montevideo but in 1865 the Uruguay postal authorities ordered a new set of stamps abroad, in London at Maclure, Macdonald and Co. The set did not arrive in time and the 1864 issue had to be overprinted with the new denominations as emergency measure.
