    Client is Outlook 2008 CTR fully up to date. Desktop is Windows 10 2004 fully up to date. Tenant is native cloud (i.e. not migrated from on-prem.) I've generally used the web version of Outlook which works fine but I want to use the full Outlook client instead for fun. However, Outlook repeatedly asks for the password.

    A Microsoft account is a User account used to Login to Windows. An Outlook account is a Microsoft Email account. (Hotmail) Some people use the Outlook Email account to login to Windows, but are different things all together.
