The Navigation Toolbar is the toolbar that shows in the screenshot below the Tab bar the the location (address) bar on it. Firefox uses a combined Stop/Reload/Go button that is positioned at the right end of the location bar.

Thanks for the update. Since this is new feature Rolling out. We are adding an app bar to Outlook on the web which changes how users access Mail, Calendar, People, and To Do functions. However, rollout begins mid-March (previously early March) and should be complete by mid-April (previously late March).
When you select text and apply a linked style, it does not apply the paragraph-level formatting to the text, only the character-level formatting. The Navigation pane (and the Table of Contents) look at the paragraph-level formatting, not the appearance, of the text. This forum is a user-to-user support forum. I am a fellow user.
These shortcuts require the tab bar to be “in focus”. Currently, the only way to do this is to focus an adjacent object and “tab into” the tab bar, for instance, by hitting Ctrl + L command + L to focus the address bar, and then Shift + Tab repeatedly until the current tab gets a colored border.
