Postal rates to 1847. Initial United States postage rates were set by Congress as part of the Postal Service Act signed into law by President George Washington on February 20, 1792. The postal rate varied according to "distance zone", the distance a letter was to be carried from the post office where it entered the mail to its final destination.

Greece 's first postal service was founded in 1828, at the time of Greek independence from the Ottoman Empire. On August 1, 1856, Mexico issued its first postage stamps. The design, a portrait of Miguel Hidalgo y Costilla, the parish priest who led an unsuccessful bid for Mexican independence in 1810, reflected the reform politics of the Comonfort government. The stamps were somewhat crudely engraved and imperforate.
