    Click at the left end of the page break at the top of page 4 -- that will put the cursor in the invisible empty paragraph -- and then press the right-arrow key to move to the empty paragraph on page 5. (Because of the full-page image, it's impossible to click on that paragraph.) Repeatedly press Ctrl+Enter to add as many pages as needed.

    I downloaded a Newsletter template for Word 2013 at work. As you can see in the screenshot below, the template consists mostly of Content Control boxes with instructions. These text boxes hold the document together, as deleting or moving them destroys the formatting and moves all the elements around. But I can't edit the text inside the boxes!

    The best you can do locally is to scale the document as a part of the printing process. You can open the Copies & Pages list, select Paper Handling then check the box & pick the actual paper size. The output will be scaled to fit the paper but it still may not render as you'd like.
