Stamps produced by the offset process were issued with a perforation gauge of 11 with the one exception of the 1919 1-cent issue with gauge 12½. The first Washington–Franklin stamp printed by the offset process was a 3-cent Washington-head, issued on March 22, 1918. The 1-cent green followed and was issued on December 24, 1918.
The Washington-Franklin Issues which gradually replaced the 1902 stamps beginning in late 1908 represented a drastic stylistic reaction to the profusion and variety of elaborate ornament marking their predecessors. The Regular Issues of 1922–1931 were a series of 27 U.S. postage stamps issued for general everyday use by the U.S. Post Office. Unlike the definitives previously in use, which presented only a Washington or Franklin image, each of these definitive stamps depicted a different president or other subject, with Washington and Franklin each confined to a single denomination.
