I am mobile only and I just want to get it out of the way! I did without the runelite plugin, just ask the woman on the 2nd floor and she will tell you what area its in, then just search every bookcase in that area til you find it. Found it! Thanks for the update. Was a little concerned haha!
ADMIN. How to obtain the Soul Bearer (Miniquest) Find the book "Soul journey" in the Arceuus library (found mine at south west bay top floor near the staircase) Talk to Aretha at the Soul Altar. Dig in the crypt at the Arceuus chuch (south-east of library) Talk to the keymaster at the Cerberus crossroad. Charge it with soul/blood runes. God bless.

At no point during my 99 Slayer grind did I feel like the Soul Bearer needed to be adjusted. Yeah, why can't we open it's mouth to bank picked up heads like the herb sack, gem bag, etc. There should also be an achievement for banking 1000 heads with it called 'That's a lot of head'.
