It's discouraged in the US. I've removed the tag, however, because the Reed-Kellogg system is only one section of the article (maybe 40%?). Though that is perhaps a majority of the actual systems described, it's not a majority of the article. That being said, the article needs to be improved but apparently a tag sitting for 18 months hasn't helped.
