On September 25, 2013, the USPS announced a 3-cent increase in the First Class postal rate, effective January 26, 2014, increasing the price of a stamp to 49 cents. Bulk mail, periodicals, and package service rates were also increased by 6 percent. A loss of US$5 billion during the 2013 fiscal year was the reason given for the increase. [30]
The first Washington–Franklin postage stamp to be released was a 2-cent stamp issued on November 16, 1908. Other denominations soon followed and would continue to appear through the first World War years, with the last Washington–Franklin postage stamp issued in 1923.

In 1875, the Internal revenue department issued a 2-cent revenue, depicting an allegory of Liberty. Printing of this issue continued into 1878. This was the first U.S. Revenue stamp to be issued that did not bear the portrait of George Washington. The Liberty issue was printed on silk bluish paper.
