About DIFI. The Arizona Department of Insurance and Financial Institutions ("DIFI") was formed effective July 1, 2020, as a result of Laws 2019, Chapter 252 and Laws 2020, Chapter 37, which combined the Department of Financial Institutions and the Arizona Automobile Theft Authority into the Department of Insurance and renamed the combined agency.
Arizona Revised Statutes, Title 20, outlines insurance law and establishes the Department of Insurance and Financial Institutions (DIFI). The Director of the DIFI, appointed by the Governor, has general authority to enforce insurance laws, to adopt rules, and to investigate and resolve consumer complaints (A.R.S.§§20-101 et seq.).
