When I try to download files that are greater than like 20mb, there's a good chance that the download will freeze/not download at all. So I'll just cancel the download and restart the download then hope for the next download to be good and actually finishes.

This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
If you obtain a legitimate Windows 7 DVD or ISO file (e.g., by using the "Microsoft Windows and Office ISO Download Tool" from Heidoc.com), you will not be able to activate it without a retail license (see reply above from Bill Smithers). If you just want to "test" Windows 7, use the Heidoc tool to download the August 2018 version.
It depends what type of license you have: Download Windows 7 Disc Images (ISO Files) - Microsoft. Microsoft doesn't supply them for OEM preinstalled licenses (Dell, HP, etc.).
