For my work PC with limited access to various system folders, here's what worked for me. Click on Start menu icon in lower left corner of taskbar area and type in Snipping Tool: t: You will be directed to the Apps area, then select "Default Apps": Scroll down the list for Screen or Snip. My PC showed MS-Screenclip or I could select Snipping Tool.
I will first recommend that you reset or repair the Snipping Tool. Open Settings > Apps > Installed Apps > click 3 dots on the side of Snipping Tool > click Advanced options > click Reset or Repair. Yes, this ^^^ !! All my browser searches can find is "Toggle off the Use the Print Screen key to open Snipping Tool option" in Settings > Accessibility > Keyboard. Well, it is not there. What I see is "Use Print Screen key to open screen capture" & as Rascalmom said, that disables screen capture.

I have found an alternative for creating a straight line within snip tool if this is all you require. if you hold down the SHIFT key as you create the line it will snap at 45 degree increments. This also applies for the arrow function, the rectangle will retain a square aspect ratio when shift is held. I hope this helps!

Open Microsoft Store then click Library. Update Snipping tool or click Update all. Let's try to reinstall Snipping tool app via PowerShell. Open PowerShell (Admin) Copy and paste the command to uninstall Snip and Sketch app. get-appxpackage *Microsoft.ScreenSketch* | remove-appxpackage. After that, proceed to reinstall Snipping tool app.
Now for some reason I'm unable to find the new snipping tool in the search bar. When I press windows key + shift + s , the old snip and sketch tool pops up. But when I try to take a screenshot it only saves it in my clipboard. That's it. And I don't see any editing menu after taking the screenshot. Kindly help!
