This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
Thanks for the reply. What you suggest was not, in fact, the issue. It was endless indication that certain specific files or folders were continuing to sync and were stuck at that stage, with some of them showing in File Explorer but not opening, and several jpg and pdf files in the cloud but not showing in OneDrive in File Explorer.
