Macy's and Dillard's are middle-end. JCPenney, Sears, and Kohls are lower-middle end. Target, Kmart, and Walmart, if considering a traditional department store, are low-end. The hiearchy from high-end to low-end correlates with the number of locations each brand of store has.
While in the Kansas City market, I prefer Dillard's, in NYC or somewhere else Macy's has better stores, my preference might be different. The differences that I can see, at least in the Kansas City market, are that Dillard's is more classic, preppy, traditional and dressy, whereas Macy's is a bit younger, trendier, and even hip-hop.
No, Dillard's isn't like Sears at all. Dillards is pretty much a low end department store - probably a notch down from Macy's, but a bit better than Kohl's. I don't think that Dillard's sells tools or appliances or anything like that - mostly clothes and personal items - makeup, fragrances, bed and bath, etc.
It didn't take long for someone to take the bait. Strange how Walmart carries the same merchandise and national brands that other stores do--let's see....shampoo, soap, toiletries, household cleaners, stationery, paper and picnic goods, coffeepots, toaster ovens, automotive supplies...
Fashion retailer Dillard's will locate a new store in the 100,000-square-foot anchor store space, and expand it by about 40,000 square feet in construction starting next year. The store is planned to open in late fall 2019.
Oak View has the mall equivalent of a terminal illness. There is optimism and realism. There are moments of hope where it looks like things are getting better, but the overall trajectory of the facility is still following the dead mall playbook and I've never seen a mall in this marketplace come out of that spiral.

The mall underwent an expansion in the late-1990's. Two anchors, Dillard's #167 and Profitt's, and a multiplex, Westgate Mall 8 (Regal Cinemas #1718), were added. Meyers-Arnold was acquired by Upton's in 1987. It closed in 1999 when Upton's went out of business.
