Even if only a tiny fraction respond, they can get thousands of hits. You can cut down on spam mail by using filters.
The good news is any credit on your Apple ID from gift cards is used before billing the payment method on your Apple ID, so you should be able to add the gift cards to pay for your iCloud storage and here is more info about this: Payment methods that you can use with your Apple ID.
I backed up everything on iTunes using an encrypted backup then erased and reset the iPhone and restored to the backup I saved in iTunes. This resolved my issue and now my other is steady at 3gb and I have 20gb of free space with the same installs as before. iPhone says not enough storage but there is. .
Check the phone Settings -> iCloud to enable offloading data to iCloud. The biggest culprits are likely to be Photos, so start with that, and make sure the 'Optimize iPhone Storage' option is enabled. Because iCloud Storage is stored in the cloud, on Apple's servers. It doesn't have anything (at least directly) to do with the storage on your phone.
